Teshio Megumi (手塩 恵未, Teshio Megumi^?) is an antagonist in the Toaru Majutsu no Index series. She is an operative of BLOCK.

An ex-member of Anti-Skill, she is a large, muscular woman who has a tragic past which was never truly disclosed but that Saku Tatsuhiko seems to be aware of ^[1]. She seems to have a soft personality as she doesn't endorse the use of unnecessary lethal force, and her main motivation for taking part in BLOCK's revolt is to find out why she had to face tragedy in the past. Her fighting technique is her own version of Anti-Skill's arresting techniques ^[2].

She attempts to force Musujime Awaki's cooperation while the esper is under the effects of AIM Jammers, Awaki's determination to save her comrades from BLOCK's plans makes her grow strong and thus manages to knock out Teshio using her ability and without using life threatenings attack, this is even noted by Teshio as she collapses since her last words to Awaki are "You went easy on me".^[2].

It should be noted that she could easily knock out Tsuchimikado, who is a much stronger fighter than Touma.^[2] She seems to have a close relationship with Saku Tatsuhiko.

Appearing in only a single volume, Megumi's design remains static for the whole series. She was apparently fairly easy to draw by Haimura as she does not look like the standard style that the series is wonted to. According to Haimura, she looks somewhat like Kusanagi Motoko from Ghost in the Shell SAC

• Etzali, using the appearance of Yamate, couldn't figure out if Megumi was being respectful or rude to Yamate from just the tone she used to speak with him.^[1]
