Skill-Out (スキルアウト, Sukiru Auto^?) refers to the armed Level 0's group in Academy City, which have numbers up to thousands. Many factions proclaim that their goal is to fight for rights in a city where those without abilities are picked on by those who flaunt their higher esper abilities, while the authority sometimes turn a blind eye to the injustice or just can't help.

Groups include Big Spider which appeared in the Toaru Kagaku no Railgun spinoff. Komaba Ritoku was a leader of one of the largest groups of Skill-Out in School District 7 shown, before being killed off by Accelerator.^[1] Hamazura Shiage took over as leader, though after agreeing to a deal that will save Skill-Out from the Board of Directors by attacking Misaka Misuzu and failed, he left Skill-Out and the current Leader is Hattori Hanzou.

Members' fighting ability are generally weak, with the average fighter having brawling skills below that of Kamijou Touma's (though Touma still states he can't take on more than 3 at once). Some members carry weapons such as collapsable large blades and guns that are as lethal as Level 3 esper abilities. The favoured tactic is to swamp the esper with numbers when fighting since they can not normally win one on one.
